The Group of Twenty (G20) plays a significant role in grain production all around the world for the rich agricultural resources and large number of agricultural population.The stable development of agriculture in G20 members has important effect on global food security. In recent years, G20 has achieved great results in agricultural modernization, development and the improvement of agricultural output. However, global warming, frequently natural disasters, serious situation in land and water resources and increasing world population have brought the problem of unbalanced supply and demand of agricultural products. G20 agriculture is still faced with the risk of declining grain productivity and food security.
Agricultural science and technology infiltrated into the materialized forms of the three productivity elements, making comprehensive effectiveness of the elements to effectively perform, promoting sustainable development of rural productivity. Therefore, agricultural science, technology and innovation is an important factor to promote modern agriculture. To ensure national food security, agricultural efficiency, breaking through the limitation of environmental resources and promoting the sustainable development of agriculture, science, technology and innovation should play great role in modern agriculture in all the countries.
As a result, to meet the development of international agricultural modernization and facing the challenge of global technological revolution, Northeast Agricultural University (NEAU) and China Science and Technology Exchange Center (CSTEC) carried out the national agricultural science, technology and innovation capability (NASTIC) research work together. Based on previous results of domestic and foreign related studies, our research closely followed latest studies on technical economics, agricultural economics, management science, econometrics, and statistics and so on, then made an in-depth analysis of developmental state, change characteristics, internal reasons and latest research trends during the first 16 years in the 21st century in the main countries all over the world. This report focuses on the development level of NASTIC of 19 countries among the G20 (Note: Because the EU is a consortium body, it is not included in the scope of evaluation). According to the national agricultural science, technology and innovation system, the NASTIC evaluation index system and the mathematical model constructed by this research group, we comprehensively, deeply and scientifically analyze and evaluate the G20 NASTIC from 2001 to 2016, to profoundly reveal the characteristics of G20 NASTIC and its relative differences, clarify their own internal competitive advantages and weaknesses, track the evolution of G20 NASTIC, enhance the path to provide valuable theoretical guidance and practical countermeasures for promoting NASTIC .
